Technical assistance (TA) and training for Ryan White HIV/AIDS Programs is designed to help programs work more effectively.
TA covers an array of topics that relate to improving HIV/AIDS care—from service delivery to systems issues like planning and data. The manner in which TA is provided also varies according to needs of programs. Examples include on-site consultations, training seminars, Web casts, TA guides, and conference calls.
Many sources of TA can be accessed online. However, a best first-step for Ryan White grantees is to contact their HRSA/HAB Federal Project Officers for guidance—particularly when it comes to mapping out a longer term TA strategy, including accessing on-site TA from the TA Contract.
| ADAP: AIDS Drug Assistance Programs |
TA is targeted to State ADAPs in three areas: (1) clinical quality management; (2) administrative and program-level efficiency and effectiveness; and (3) capacity to collect and report client level data to HRSA under the Ryan White Services Report (RSR).

AETCs, the provider training arm of the Ryan White HIV/AIDS Program, provides targeted multidisciplinary training and education programs for health care providers treating people with HIV/AIDS. The AETC network includes 11 regional training centers and multiple national centers, including the focal point for AETC activities, the AETC National Resource Center. |

Development of Pediatric/Perinatal Guidelines (Part D): The HIV/AIDS NRC at the François-Xavier Bagnoud Center offers a range of services to HIV/AIDS healthcare educators and providers. TA is focused on Ryan White Part D agencies and includes support for developing guidelines and information for programs that address the needs of HIV infected women, infants, children, youth and their families. TA also assists clinicians in such programs and consumers of these services.

Leaders in Community Help Address Unmet Need by Re-Engaging PLWHA Into Care (Ryan WhiteParts A & B): Project ASCEND (Advanced Skills for Consumer Education and National Development) seeks to reduce unmet need and to do so by training consumer leaders on ways they can reach out to other consumers in order to re-engage them in HIV/AIDS care. The focus is on Ryan White Part A & B grantees. The project is directed to PLWHA trainees who have participated, often as leaders, in Ryan White planning bodies, consumer advisory boards, and outreach programs, as well as in self-advocacy and self-care. In addition, Project Ascend will concentrate on Part A and B grantees that have experienced difficulty in recruiting and retaining consumers in the past.

Part D Clients Help Others Access HIV/AIDS Care: Consumer Core Leadership Training is targeted to Part D programs and their underserved client populations and seeks to help consumers improve their capacity to access HIV/AIDS medical and other support services. In order to reach underserved Part D clients, trainings will be held in such settings such as drug treatment centers or homeless shelters where there are likely to be HIV-positive people who have limited access to HIV information and/or services.

One focus of TA and training is on how to identify and recruit the most hard-to-reach women, navigate them into, and retain them in care. The second focus is consumer training to assist youth in the transitioning from adolescent to adult HIV care.

Training Peer Advocates to Serve in Health Care Teams: Training is for peer advocates to prepare them to serve as members of HIV health care teams. A toolkit for providers on use of peers in teams has also been developed.

PEER Center. Training is to increase the number of HIV/AIDS peer treatment educators who can support clinician efforts to engage and retain people of color in HIV/AIDS care. Training is for peers indigenous to communities of color in areas highly impacted by HIV/AIDS. Peer educators may be peer counselors or educators, or other non-clinical personnel involved in providing HIV care.
