ACA Update: Funding for Navigators

HHS has released a Funding Opportunity Announcement (FOA) to support Navigators: entities that will help consumers understand health insurance options and navigate the health insurance system as they select affordable coverage in new Affordable Care Act (ACA) Marketplaces.  ACA requires each state to develop a Navigator grant program to provide such assistance to consumers in the state.  Below are highlights about the FOA:

  • The FOA is open to eligible self-employed individuals and private and public entities applying to serve as Navigators in states with a federally-facilitated or state partnership Marketplace. They include: Alaska, Alabama, Arkansas, Arizona, Delaware, Florida, Georgia, Iowa, Illinois, Indiana, Louisiana, Kansas, Maine, Michigan, Missouri, Mississippi, Montana, North Carolina, North Dakota, Nebraska, New Hampshire, New Jersey, Ohio, Oklahoma, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Wisconsin, West Virginia, and Wyoming.
  • States operating their own Marketplaces will establish their own Navigator programs. 
  • Applications are due June 7, 2013 with an anticipated August 15, 2013 notice of award date to fund 12 month projects.
  • The FOA is available from Grants.Gov (CA-NAV-13-001 CFDA: 93.750).
  • HHS will hold two pre-application conference calls for potential applicants.
