ACA Update: State Partnership Exchanges, Fact Sheets, Presentations

Below are updates and resources on implementation of the Affordable Care Act (ACA).

  • Affordable Insurance Exchanges: State Partnership Exchanges. On January 3, 2013, HHS released guidance on the State Partnership Exchange option for establishment of Affordable Insurance Exchanges, which are new health insurance marketplaces for individuals and consumers to seek health insurance coverage. Under ACA, states have the following options for establishment of exchanges: establish a state-run exchange, defer administration to HHS, or operate an exchange in partnership with HHS. The above guidance is for the latter option.  Exchanges will start operations in 2014 and will serve as new health insurance marketplaces under which individuals and consumers can search for and purchase insurance from qualified health plans.  Exchanges will also serve as the point-of-access for Medicaid as well as insurance subsidies and tax credits for individuals with lower and moderate incomes.
