Access, Care, and Engagement Technical Assistance (ACE TA) Center
HRSA HAB's ACE TA Center produces tools and resources for a variety of audiences, including RWHAP administrators, case managers, staff, and clients.

Administration for Community Living (ACL) Programs
- Medicare Improvements for Patients and Providers Act provides grants to states and tribes to help older adults, people with disabilities, and caregivers apply for special assistance through Medicare.
- State Health Insurance Assistance Program provides Medicare beneficiaries with information, counseling, and enrollment assistance.

- Aging and Disability Resource Centers Program/No Wrong Door System is a collaborative effort with ACL, the Centers for Medicare & Medicaid Services, and the Veterans Health Administration to support state efforts in streamlining access to long-term services and support options for older adults and people with disabilities
- Centers for Independent Living (CILs) – CILs are community-based non-profit organizations that are consumer controlled. Although specific programs and services vary from center to center, all CILs provide information about, and referral to, services and supports available in the local community.
- Eldercare Locator is a nationwide service that connects older adults and their caregivers with trustworthy local support resources, including meals, home care or transportation, or a caregiver needing training, education or a well-deserved break from caregiving responsibilities.

RWHAP Technical Assistance Providers
- The ACE TA Center assists Ryan White HIV/AIDS Program recipients with insurance-related issues, including Medicaid and Medicare.
- The AIDS Education and Training Center Program provides training and capacity-building assistance to HIV care teams.

The Administration for Community Living is a robust Federal program whose mission is to maximize the independence, well-being, and health of older adults, people with disabilities across the lifespan, and their families and caregivers.
Key ACL Programs
- Eldercare Locator is a nationwide service that connects older adults and their caregivers with trustworthy local support resources, including meals, home care or transportation, or a caregiver needing training, education or a well-deserved break from caregiving responsibilities.
- Area Agencies on Aging coordinate and offer services that help older adults remain in their homes - if that is their preference - aided by services such as Meals-on-Wheels, homemaker assistance, and whatever else it may take to make independent living a viable option.
- State Health Insurance Assistance Program provides Medicare beneficiaries with information, counseling, and enrollment assistance.
- Aging and Disability Resource Centers Program/No Wrong Door System supports support state efforts in streamlining access to long-term services and support options for older adults and people with disabilities.
- Long Term Care Ombudsman this program advocates for residents of nursing homes, assisted living facilities, board and care homes, and similar adult care homes.
