People with HIV often have a range of medical and support needs that may be met more efficiently when agencies work together. Collaboration takes various forms, like referral arrangements, planning (e.g., sharing of data, participation in planning), common fiscal/grants management processes, single intake/eligibility systems, and sharing/adoption of best practices in HIV service delivery.
Quality improvement activities seek to improve care delivery. Efforts that focus on disparities are designed to identify disparities faced by specific subpopulations, most often those that are attributable to social determinants of health, in order to improve their health outcomes.

Engagement in HIV/AIDS care falls along a continuum, from not being in care at all to being fully engaged, with interim points that reflect inconsistent and non-engagement in care. Varied interventions can enhance care engagement, including peer support, motivational interviewing, and case management. HRSA HAB through the SPNS program and other initiatives identify and evaluate innovative retention approaches, and produce replication materials for those showing the most promise. Many of these interventions focus on populations at most need, including youth, transgender women, and women and MSM of color.

High quality Ryan White Services Report (RSR) data are essential for demonstrating the impact of your important work.
These resources will help Ryan White grantees and providers define, measure, and improve their data quality.
Agencies that collect client data, either on paper or electronically, are responsible for protecting the data. Data security is defined by Public Health Data Standards as “physical, technological, or administrative safeguards or tools used to protect identifiable health information from unwarranted access or disclosure."
Data security entails attention to security and also requires attention to protecting the privacy of client information in accordance with HIPAA and other requirements. Ryan White data collection systems use the eUCI (Unique Client Identifier), an algorithm that meets the highest privacy and security standards.
The Special Projects of National Significance (SPNS) of HRSA's Ryan White HIV/AIDS Program (RWHAP) carry out research and evaluation in order to identify models of HIV/AIDS care that can then be adopted by other HIV/AIDS programs. SPNS focuses on various issues under multi-year initiatives that typically include a limited number of project sites and a national evaluation center to coordinate investigations.
Part F Dental Programs of HRSA's Ryan White HIV/AIDS Program (RWHAP) focus on funding oral health care for people with HIV/AIDS, supplementing the dental care provided by other Ryan White programs. The Dental Reimbursement Program (DRP) helps accredited dental or dental hygiene education programs with unreimbursed costs of oral health care delivered to people with HIV/AIDS. The Community-Based Dental Partnership Program (CBDPP) delivers HIV dental care while simultaneously training dental professionals in order to expand community capacity to deliver HIV/AIDS oral health care.
